History of CVS
Blackburn with Darwen Council for Voluntary Service, which became a Registered Charity in 1986, was set up by voluntary organisations based in Blackburn who recognised the need for a co-ordinating body which could promote the voluntary sector. It became a Company Limited by Guarantee in December 1991 and maintained its Registered Charity status.
Until 1994 its main activities were centred on health and social welfare issues. The CVS role was then expanded to actively promote the value of involvement of voluntary and community organisations in any strategic local Plan or Partnership.
