The Aims of Blackburn with Darwen CVS

Blackburn with Darwen Council for Voluntary Service (CVS) is a local development agency which exists to promote, develop and support voluntary and community action in the Borough of Blackburn with Darwen.

We aim...

  • to assist the positive development of the voluntary and community groups in Blackburn with Darwen.
  • to maximise the involvement by voluntary and community groups in all local planning and development initiatives.
  • to facilitate liaison between voluntary and community groups and other organisations (i.e. private and statutory).
  • to maximise the effectiveness of the voluntary and community sectors by promoting co-ordinated effort and partnership.

History of CVS

Blackburn with Darwen Council for Voluntary Service, which became a Registered Charity in 1986, was set up by voluntary organisations based in Blackburn who recognised the need for a co-ordinating body which could promote the voluntary sector. It became a Company Limited by Guarantee in December 1991 and maintained its Registered Charity status.

Until 1994 its main activities were centred on health and social welfare issues. The CVS role was then expanded to actively promote the value of involvement of voluntary and community organisations in any strategic local Plan or Partnership.
